1. A written policy that sets a high priority for safety exists. An effective policy will be both informative and directive. It will express a commitment to safety and the intent of the company to carry out the policy.   A written policy will clarify expectations. The policy will be accessible to all employees. “Safety First” is meaningful only if management doesn't re-prioritize or eliminate safety initiatives when the going gets tough.
